White-Westinghouse will fill and wash regardless of the settings. As soon as the timer approaches “rinse” the washer quits. For a few seconds after it stops the timer still makes noise, and will click twice, then stop. It will not drain. Manually moving the timer to rinse or spin and trying to start doesn’t work either. I put a meter on the lid switch and it appears to be ok. Any help would be great.

You need to be absolutely certain the problem is not the lid switch/lid lock, which you can do by by-passing it with jumper wires.
If it turns out the lid lock/lid switch is ok, then I suggest replacing the timer. Here is the part
