Whirlpool Self Cleaning bottom element won't heat up

Model is RBS305PDB4, Accubake Self-cleaning oven. Bottom element won’t heat, top heats fine. I have replaced the bottom element, and checked continuity on the Thermal Fuse; it appears to be OK.

Looks like the thermal fuse would have removed power from both elements.

Did you check the bake element with a meter before installing it?
Getting bad replacement parts does not happen often but it does happen and can get you running in circles to find the problem.

The only thing I can see in the circuit that would cause it not to come on is the control board or a bad wire/connection.

I am assuming that the unit does not show that it is ready.
