I would check that both elements are working.
Most stoves use both elements during preheat (usually switching back and forth) so if one is not working then preheat will take a long time.
If one of them is not working I would unplug the stove, remove the element and check it with a meter. If it is open then I would replace it.
The reason I say this is that the timer is no longer available and it also could cause one of the elements to not heat so it is best to confirm that is is a blown element.
