Whirlpool Ice Maker - Voltage check

Ice maker (IM) not working.

Please help me get ice for my wife - she can get pretty grumpy without her ice!!

I have a Whirlpool Conquest (model # GS5SHAXNQ00) of which the ice maker is not working. This is a side-by-side with IM/water in the door below the ice maker. There is an infrared “ice bucket full” sensor.

I checked the IM/Door water valve and it appeared to be malfunctioning on the IM supply solenoid … so i replaced the valve. Switching the valve leads provided water flowing thru the IM fill line but not visa versa - so line is not frozen.

Infrared sensor indicator light seems to be functioning correctly.

When i jumper across T-H the IM does not cycle.

Check voltages over IM N-L = 98 VAC

Chec voltages across black-white wires of incoming plug pins = 99 VAC

I expected to see 120VAC (from what i have read in other posts on this board). What could be the reason for the lower incoming voltage?

Is there anything else i should be checking?
Where does the incoming plug to IM terminate?

Will my wife still be grumpy even after the IM is working?

What would be the reason for not seeing 120VAC at the plug from freezer to Ice Maker?

What are steps to diagnose?
