Whirlpool duet front loader not draining completely

Main Symptom: not draining completely.
What happens & when:

Error Code (if any): random f21 f27 which points to drainage issue.
Parts or tests already tried: replace the pump. Tried different circuit board. Remove all drain hoses. They are clear. Blew air through pressure switch hose does not seem to be clog. Wasn’t sure if pressure switch would cause this. Also notice when I do a clean cycle washer will fill up with water and then immediately drain and go through cycle. If I take the drain I’ll cover off after cycle. It’s full of water but washer itself is empty

Ensure the drain hose is not too far down into the standpipe. Also check the drainn pump and filter assembly for cloggs.

Confirmed. Pump is clear. Drain hose is not down too far on sandpipe. It seems to shoot a small amount of water out the drain hose for a second and then stop

I also took drain hose off the back of the pump. Confirmed that is clear and not clogged. Also remove the top of the dryer. It drains water for about 3 seconds and then stops. You can see the water at the top of the tube but it will not continue to flow. Makes no sense
