Washer runs through entire cycle but does not agitate at all. Washer fully spins but does not agitate even in rinse cycle. Can physically move agitator backwards with it sometimes getting resistance but never fully restricting backward motion. The motor windings look good. What is the likely culprit of the failure. Thanks.
The culprit is probably the agitator dogs.

Libertyappl, thanks for the great response. The top part of the agitator does lock in against the lower agitator portion and the dogs look great.
It is the lower agitator portion that can manual spin backwards by hand but does show some resistance. I ran a cycle with the plastic agitator removed and the transmission did not move during the agitation cycles.
It fills, it spins and empties, it rinses and then empties. It never agitates. With the plastic agitator removed you can only move the transmission backwards until the stopper engages (75% range of motion).
In the timer you can hear the clicking every 30 seconds (give or take) when it is supposed to agitate but the motor makes no noise and there is no movement out of the transmission.
With the clicking it appears the timer is working and some solenoid is engaging but nothing translate to the motor kicking in. Where should I look next. Thanks,

I bought a used GSW9800PW0 about 60 days ago. We had previously owned an old front load Kenmore (about 9 years old). The bearing gave out on it and we started getting spots on our clothes. Anyway…I found this guy with what looked like a fairly new machine. At first, all our clothes seem to brighten up - especially the whites and light colors. Then my wife started complaining about dark clothes (winter clothes) - especially the blacks and browns. There appeared to be detergent left in them - “moddled” if you get my drift. They are just blotchy looking. We used All Free in our old front loader and have continued with that in this “newer” model. Can this problem be because we are not using HE in this model series? I saw some comments about this. Anyone else help me on this?
