Water flow issue when filter installed

Main Symptom: Water Flow issues
What happens & when: When filter is installed no water flow at all. However, when removed flow is great and ice maker is making ice. Already replace with new filter and still no flow.

With the filter being new, and it working when the filter is out, it indicates an issue with the filter or the filter head (the parts the filter attaches to).
