What happens & when:received water filter housing with 2 plugs instead of 3

So i replaced water filter housing because the old one was leaking. Used model number to find replacement. Received part #DA97-11340A. Installed into fridge and checked water flow before attaching lines. Water jug in the fridge is not filling with water. If I pull the filter out, you can here water pressure release. Also if you try to get water out of the dispenser, the pump is not heard li,e it used to be. The plug that is missing goes to a valve that is pictured above. Did i received the wrong part or do I need to add that valve to the new part?

From the information I can find, the flow sensor is no longer used in this model and Samsung has stopped providing them with the filter housing. It should be able to function properly. If the water filter is removed, will the water dispenser release water when pressed?
