I recently moved into an apartment that has this model washing machine in it. The washing machine does not load with water at the start of the cycle, only when it reaches the soak portion of the cycle. What most likely would need to be repaired in this instance?

I think it is likely your timer will need to be replaced, this part here
but given the expense of the part I would check out the troubleshooting in the service manual and see if you can test the temp selection switch as well. Here is the manual.
