Washer won't stop filling

Hello,

I have a Roper washer with a problem. When I turn on the cold water it starts filling and the timer/switch won’t stop it. If I do the same with hot water, it leaks from the bottom with very little going into the tub. Any ideas or troubleshooting I can do?

If you unplug the washer and water keeps coming in, the water valve is bad.
