Washer will not stop running water

Main Symptom: constant water running. Won’t stop, machine off or on, cycle or not. Will only stop when I turn the main water line off in the wall.
What happens & when: constant as long as the main water is on in the wall (only cold water)

Error Code (if any): 4C code mid cycle
Parts or tests already tried: want to know if I can fix this one before buying a new part

here’s what happenedSo we moved into my grandfathers old house after his passing. We washed some of his things that were nasty and dirty everything was all fine and working with the washer perfectly. I ran a self cleaning cycle on it the day after to clean it and the dirty stuff we just washed. I left for a few hours and came back. I didn’t immediately come to check the washer I was doing other things in the house. I noticed at some point I was hearing water run into a pool of water. I looked and looked followed the sound and it was the washer running water the drum was between 1/2 and 3/4 full. machine was off. The water wasn’t running full force just like a constant flow that doesn’t stop. I played with it to try and figure out how to get it to stop. Started other cycles turned it on and off, spin cycle, unplugged it ect still kept flowing water. I turned the water off from the wall and it stopped. I did notice there was quite a bit of sediment in the pull out tray where you put detergent and/or softener. Done some internet searching and it’s lead me here. I watched this video

I got a good reading on the red valve at the beginning of the cycle, mid cycle I got .01 and 0 fluctuations

I have now discovered too that it’s only when the cold water is on from the wall is when it’s running water constantly. The hot water does not have an impact. Sometimes when drum is draining it almost stops the flow of water as well. I’m lost

I’ve saw things on the internet about cleaning the “water inlet valve”, replacing it, other problems from not getting power to the valves like I explained above. I just want the washer fixed!!

If the cold water main is on and the washer is unplugged, is it still allowing water into the tub?

Yes, unplugged and turned the cold water on at the main and it’s coming through.

That’s a failed valve DC97-15459H, it will need to be replaced to fix the issue.
