The washer runs when it should be agitating and spinning?

GEmodel WSR3140GOWW realized the washer was not spinning. I ordered a new drive belt when I discovered the belt was broken. Finally got the new belt installed properly. washer fills and empties but does not spin on any cycle. Checked to see if the belt turned the large pully and it does. HELP
PS It des not agitate either
