Wine cooler will not cool. Coil is clean. Fan works. Compressor runs and gets warm after awhile. Neither copper line from the compressor gets hot or cold. Does a bad compressor run (or hum) if it is bad, or is this a pretty good indication that it only needs charging?

If this is the case, there is a five year warranty covering the repair, reach out to U-Line for help.
Other possibilities are a restriction in the system or a non-pumping compressor which is very, very rare.
