Top burners will not ignite, no spark

Main Symptom: Top Burners will not ignite, no spark
What happens & when: Changed out the spark module and still no spark from the igniters. Oven still ignites and works fine. What else could be the problem?

Error Code (if any):
Parts or tests already tried: Changed out the spark module.

When a burner is turned on, is there a click at all? Also, have the burner heads been thoroughly cleaned, including where they sit on the cooktop?
