I have a odd problem that I cant seem to get answered. On all cylces the heat element comes on and stays on. I have tested the element and it is not shorted to ground and I have replace the operating and the high limit thermostats. Can any one give me a idea as to what I am missing?

Has this unit worked correctly for you in the past?
I also would have checked for a grounded element as that is the most likely cause.
Set the timer to air only.
Unplug the unit and measure across Timer Switch 2.
It should be infinite ohms.
Be sure to disconnect the red wire so you are sure that you are not reading an alternate/parallel circuit path.
If the switch/contacts are closed this would explain why the heater is on during air only and cool down.
I am not sure I am interpreting “the heat element comes on and stays on. I have tested the element” correctly.
If it stayed on full it should blow the Thermal Cutoff.
