Timer not advancing

I have a GE Large capacity heavy duty dryer approximately 4 years old .
I recently moved and had to have the landlords maintenance person replace the cord to fit the new 220 outlet . The timer does not advance , I didn’t notice until I had almost burnt up my clothes on a low heat cycle.
Is this something that could have happened when the dryer was moved , soemthing that was eventually bound to happen or is this the result of the dryer cord not being properly installed ??

Does it advance on the timed cycle, but not on automatic?

It does not move at all. Tried 2 different settings .

Very common for GE dryer timer motors to blow out.
