Thermador wall oven will not heat

I have a Thermador convection electric wall oven. It will not heat when the temperature outside is cold. Sounds odd, but it is true. The fan will run but the heat light does not come on. In the summer when it is warm, the oven works perfectly, now that we are experiencing cool weather, it won’t heat. It has done this for a few years.

Any suggestions?

We had a power outage a few days ago.. When the power came back on the oven’s fan was on - the fan that blows air out below the oven door. The interior light works too. But we can’t shut the fan off, and nothing else works. No heat, no LED controls, no timer. Tried tripping the breaker - but that didn’t fix it.
