How do I test the start switch on my whirlpool dryer, part number 3398095.
Here are your parts

See the attachment for the wiring diagram
As you can see from the wiring diagram it is a relay and not a switch,
So contacts R1 to R2 should be 0 ohms when it is pushed in.
If it is OK the next thing to check would be the thermal fuse (Item 7 in Section 3)
Should also be 0 ohms.
If blown (infinite ohms) be sure to check/clean your vent system before replacing as this is the most common cause of it blowing.

Which terminals are R1 and R2? Is that the Blue to Blue in the schematic, or Blue to Pink/Black? Blue to Blue I have continuity, but any blue wire to pink does not have continuity. Thanks for your help.
I am not 100% sure but I believe Blue to Blue is R1 and R2, so you should have 0 ohms when the button is pressed. Infinite ohms when not presses.
A Blue to Pink/Black will then be the coil. Use a higher meter scale to check this (200 Kohms).
