You will want to open the dispenser and check to see if there is any clogging in the dispenser housing. If there are no clogs then the water cold water valve would be the most likely cause for this issue. W11688994 Washer Water Inlet Valve | Genuine Whirlpool OEM In Stock

There is no clogging and I have replaced the cold water valve W11688994. Any other suggestions?

Using the tech sheet, test the dosing pump to make sure that it is good. This would be the most likely cause if the other things are good.
