I have a Sears Kenmore Elite with no power to the panel. I checked that there was power coming into the unit, but I was reading a voltage of 140 VAC at the junction box of the dishwasher.
I then checked the thermal fuse and it showed continuity so the fuse was still good. I then checked the voltage across the two wires of the fuse and it read 103 VAC. The input voltage seems too high and the voltage at the TCO seems to low. Right now I’m not sure how to proceed, anyone have any ideas?
I cannot find any info on the given model number.

I also looked up the Sears prefix cross reference and could not find a 655.
Yes the input voltage is too high.
Try measuring a couple other circuits/receptacles in your house.
Could be you have an electrical problem.
Also the fuse readings, do not make sense.
If the fuse is good (0 ohms) then it should have 0 volts across it.
You cannot have a voltage without some resistance or infinite resistance (open)

I pulled the wires off the TCO to check continuity of fuse. I placed the DVM leads on the terminals of the TCO, I hear a beep from the DVM indicating continuity. I then checked the voltage across the two wires that that connect to the terminals of the TCO and read 103 VAC. The wires were NOT attached to the TCO when I made my measurement.
I am not sure what you are calling the TCO
