Samsung refrigerator not dispensing water

Main Symptom: water pitcher not filling/ dispenser not working. And yes I can hear the solenoid activate when I try to dispense water.
What happens & when: problem started a month ago when I replaced the water filter. I was told that there could be an issue with the chip that is built into the filter so I bought a new filter and still have the same issue. While I had the fridge pulled out from the wall to check the water line I had unplugged the fridge while I was doing some vacuuming. Afterwards I was able to get gallons of water from the dispenser and the pitcher filled several times then suddenly everything stopped working again. Occasionally a few ounces of water will dispense. One important thing is that the fridge does dispense water when the filter is removed.

I did power off the fridge again today for at least 30 minutes but that didn’t improve anything.

For this issue, the most likely cause would be a water valve that is faulty, especially if the icemaker is still operational.
