Right Dual Burner Will not come on

The right dual burner will not come on. Technicians came in several times repaired burnt shorted out wire and the burner still does not come on.
Is it the burner or the wiring?

I cannot say.
I would check the element visually and with a meter.
Also why they fixed a burned out wire twice and what else if anything did they check would be helpful.
