Resistor values on motor control board

Does anyone know the manufacturer or values for the R20, R21, R30, R31, R40, and R41 resistors on the motor control board? All the resistor values should be the same.
This is the board that runs the motor to turn the tub.

The color bands do not tell me the same as what the meter is reading. Color bands show to be 2.7 Ohm, but meter reads 0.27 Ohm.
