Replaced thrust bearing kit and got a noise while removing e-clip. Still won’t spin

Does the washer agitate properly? Also, if you rotate the drive pulley in the direction for the thrust bearing to engage, does the brake provide resistance or does it feel like there is not much resistance at all?
