If both fans operate, the issue is going to either be with the start device or the compressor. More often than not, the start device is the culprit for a compressor to not start. Especially if the compressor windings tested good and the compressor was cool to the touch. Here is a link to the start device used with your model. could the electronic control board located on the ice dispenser door be responsible for the fridge not running?
The dispenser control would not affect the operation of the refrigerators cooling system. The compressor, evaporator fan, and condenser fans are operated by the defrost control and the temperature thermostat. Since the fans and the compressor are on the same voltage circuit (as seen in attached image), an easy identifier is if the fans are running or not. If they are, the compressor should be getting voltage as well. This image shows how the electricity would be routed through the system. The black line going to the defrost control is the 120 Volt power supply from the outlet. The red line is the pathway the electricity takes when the system is not in a defrost mode.
