Refrigerator not cooling, freezer somewhat cool

I have a ten year old Kenmore side by side. The fridge side is not cooling at all and the freezer side is cooling somewhat but not enough to freeze. In fact the freezer side is just keeping things as cool as the fridge side would be if it was working. Any ideas? Could it be as easy as me changing out a thermostat? Any help would be greatly appreciated.

Does the fan inside the freezer work?

Can you see a frost build up on the rear panel in the freezer?

Pull the refrigerator out of the wall, remove the rear cover and check if the fan next to the compressor works. Make sure the condenser is clean.

Remove the rear panel in the freezer how the evaporator is covered with snow.

The fan is working. There is definitely a lot of dust down in there. I will get a vac and try to suck out all of that built up dust. Without even removing anything inside the freezer there is definitely a build up of frost/ice on the back wall from the bottom of the unit up to about 2 feet from the bottom which is exactly where the bottom wire shelf meets the back wall of the freezer. It is very important to keep the condenser clean for good refrigerator performance.

The defrost timer is shown as #23 on the diagram. The defrost heater and the defrost thermostat are shown as #14 & #21 on the diagram.

freezer and fridge are both warm, I hear a weird sound when I plug the fridge.
Fridge is over 7 years old.

If it’s clicking then I would replace the compressor start relay probably together with the plugged in capacitor. If it would not help then the compressor itself has gone bad.
