Refrigerator not cooling compressor not running

Main Symptom: Not cooling
What happens & when: Unit was slowly getting warmer compressor was running hot then stopped running, now the compressor will not start . High and low voltage from control board is 120 volts and 7 dc volts. I have replaced the inverter board twice in 4 years. Frig is 18 years old. Compressor checks out ok with equal resistance across all 3 pins at 6.5 ohms. Where are coils located so that I can inspect and clean them? Also solenoid valve for ice maker water turns on every 30 minutes even though ice maker has been turned off for 12 years. Suggestions for repair or should I buy a new one? Thanks for any assistance. Start by checking to ensure the condenser fan is running and the condenser coils are clean. sounds like a control or inverter issue again. Also for the water valve to be cycling the ice maker must have been turned back on.
