Refrigerator freezer (freezer is above refigerator,)

I purchased evaporator fan for replacement. Existing fan worked OK but was very noisy. Installed new fan; it now operates very quietly. However, both the freezer and the refrigerator operate very coldly despite being set on warmest settings. The fan very rarely turns off (only a few times each day) and items in the refrigerator often freeze.

Any suggestions?
