Refrigerator compartment (STILL) freezing

Parts or tests already tried: Followed previous instructions provided on this forum: “Is the freezer evaporator covered in thick frost or ice? If not Check the thermistors RC & FC. if they check good replace the Athema Control board. If thermistors check bad then replace the bad part.”
There was a large ice block at the top of the evaporator that also enveloped the FC thermistor. The FC thermistor itself was functional (as was the RC) so we replaced the control panel. However, freezing resumed immediately. Now what?

What temperature are the refrigerator and the freezer reaching when measured with a thermometer? Also, is the food in the fresh food section freezing regardless of where it is placed or is it freezing in a specific location (like top shelves)? Finally, was the compressor operating for a while before the picture was taken, and what resistance did the freezer thermistor read when it was encased in ice?
