Problem with burner on Amana glass cooktop

Checked switch assembly and rheostat per Amana service manual. Reads 13k ohms and switch appears to function properly. If you turn on switch, even to very low, power goes to burner element but it immediately heats to high and is very bright. It is the left front element which I believe is the dual-element halogen unit. Could it be the limiter? When I inspected the burner unit, I noticed there was a small dark spot on the limiter tube.

Here’s a switch for the regular burners. The dual element burner switch is no longer available. AP4127002

It’s not the switch. I swapped with one that I know works and it is still happening.
Question - If it is the limiter on the burner assembly(which all things seem to point to), it should not be a problem to swap out the faulty halogen unit with a non-halogen on, correct? this model only has one halogen burner and the wiring is pretty much the same for all burners and they all have the exact same model switch/rheostat unit. As long as I use the correct size (i.e. large for large burner) it should work, right?
