Dry (Roper model: RED4340SQ } will not start. I have measured proper power to
terminal block. The door switch and the start switch both make and break contact. The fusible link has continuity. When checking voltage at start switch
I have 115 v. on one side of switch. While still holding the same contact (one
side of sw and other meter probe to grd the voltage no longer registers when the start button is pressed.

This sounds OK to me because when you push the start button you are switching in Neutral.
Note that the 115 you see may be feeding through the Thermostat Heater and that is why it looks OK but the motor does not start.
I would unplug the unit and set the timer to mid-scale in a timed dry cycle.
Set you meter on its most sensitive resistance scale also short the meter leads together before starting to see if there is any zero offset.
Attach one meter lead to L1 (black) and leave it there.
Now check out the motor circuit.
Timer BK, Timer BU, both sides of the thermal fuse and Motor 4M should all be 0 ohms.
Motor 5M and W on the start switch should be about 1 to 2 ohms.
With the start switch activated you should see 1 to 2 ohms on BK at the start switch, both sides of the door switch and Neutral.
