Hi gene!
The model number GHDA480N10WW is for our GE quiet power 3. This machine is wired direct on its own breaker which did not trip. The surge occurred when some ice slid off our roof and broke the neutral wire on our service drop. Now even with the breaker on, the machine does nothing. There is a light on the face which is generally lit whether the unit is in use or not. It’s no longer the case… Unfortunately our quiet power is MUCH quieter than I like it to be!! Any hope for our drying rack? Please let me know if you need any more info…thanks:)
I’m assuming this broken neutral wire is fixed, so you may want to start the troubleshooting from verifying proper voltage to the dishwasher.
Remove the toe panel and the junction box cover (under the dishwasher, on the right side). Turn off the circuit breaker. Disconnect the power cord from the dishwasher. Make sure the power cord wires are not touching each other or any other metal parts. It must be 3 wires coming to the dishwasher: black - hot, white - neutral and green - ground.
Turn the circuit breaker on and measure the voltage between each power cord wire and the ground. It can be a pipe, connected water to the dishwasher. Also measure the voltage between the black & the white wires, the black & the green wires and the white & the green wires.
Post the results.

Okay… The readings are as follows. Off the breaker, black to white is 120.1 v. Black to ground is 120.1v. White to ground is.1v
From the black wire off the breaker the white on the unit is 11.5v.
" " green on the unit is 22.6v.
From the white wire off the breaker to the green on the unit is .3v
All of the measurements from wire to wire on the unit are .3v
So far, so good?

1. It’s all good.
2. At the unit with the breaker Off it’s good. If the breaker was On then there is no power to the unit.

Ok… So if everything is set on the breaker end, is it the panel on the face of the unit that is fried? Can that be replaced?

Well, I double checked your report and now I’m afraid I did not get it clear.
I would like you to redo it in accordance with the following instructions:
1.Turn Off the circuit breaker.
2. Disconnect the power cord from the dishwasher at the dishwasher junction box.
3. With the circuit breaker still Off, measure the voltage between each of the 3 power cord wires and a metal water pipe under the sink (ground). Write it down.
4. Turn the circuit breaker On and measure the voltage the same way. Then measure the voltage between the black & the write, the black & the green and the white & the green wires at the power cord. Write it down.
5. Post all results.

Okay, with the breaker off and all wires disconnected at the dish washer junction box, there is no measurable voltage on any of the three power cord wires on the 14-2.
With the breaker on and the wires still disconnected at the jct, only the black wire has a measurable voltage of 30.6. ( this is using the copper water pipe as the ground) the white and green measure 0 using the pipe as ground.
And when I measured the black to the white, I got 120.1.
The black the the green measured 120.1. White to green measured 0.
Normal so far?
Looks fine. The next step: with the circuit breaker Off, reconnect the power cord to the dishwasher. Make sure the black wire is connected to the black and the white wire is connected to the white wire. The green wire should be connected to the dishwasher metal frame.
Turn the circuit breaker On and give it a try.

Okay. Done and done. And… nothin’.
After no luck with running power back to the dishwasher, I turned the breaker back off and traced the wires a little further. Behind the face of the unit, there is a white circuit board that is obviously fried. Thank you for all of your terrific guidance. Two thumbs way up;)
Remove the inner door panel and check the door switches. Make sure they are properly engaged when the door is locked.
If there is nothing wrong with the door switches, replace the control board.
