The lower heating element (the igniter?) lights up brightly - as brightly as the broiling element which works fine - but there doesn’t seem to be any gas coming out, even after several minutes. The broiler and all burners work well. Could something be clogged? Thanks for any guidance!

Most common problem in such situation is a bad igniter even if it glows. To test it instrumentally you have to have a special meter which allows to measure the current drawn by the igniter. Normally it suppose to be more than 3.2 amp for a flat igniter.
The model number you posted is incorrect and I’m not able to provide more accurate advise.

Many thanks for your reply, Gene. I realized I had accidentally posted the microwave oven model number because we are also having trouble with it. When it rains, it pours. The oven model number is JGB920WEC1WW. I will investigate how to measure the current at the igniter, as I have an electrician friend. Any other advice you might have - I’ll follow it!

Now I’ve been able to found that the igniter in your oven is a round style, not a flat. The current drawn by a round igniter suppose to be more then 2.5 amps.
