About a week ago I noticed my fridge was not cooling anymore and the water from the ice dispenser was just dumping. I shut the water off, and took the panels off on the freezer side. The fan inside the fridge was not blowing and I also noticed that the fridge at the bottom was cold and compressor was running. I am guessing it is not circulating what is the easy is way to check and if the fan is bad what part is needed.

What was the frost pattern when you took the freezer panel off, total heavy frost, or light, partial frost, or none?
If the compressor is warm and vibrating, and the condensing coils are warm, it is running. If not, you have a bad start device. Post results. If not running, you have serious refrigeration problems.
The compressor is warm and running and the Fan near the compressor is also running, The condensing coils are slightly cooler but I assume that is because of the fan
Seems like your fridg has either leaked a lot of refrigerant, or the compressor has failed, or both. Current draw should be around 1- 1.3 amps, much lower than this would confirm system failure. Probably too expensive to fix.
