The broil element is 2 separate elements on the same brackets. The bake is 1 element. For all three to fail at the same time, yes that would be very rare!
Resistance ( or continuity ) is measured in units called “ohms.” You’ll commonly want to know the resistance of things like bake elements and solenoid coils. For example, a good bake element typically has a resistance of about 30 ohms. If your oven’s not baking and you measure the resistance of the bake element and the meter doesn’t move, then you know you have a bad element. Everyone is looking to save money, from coupons to tax deductions, so finding out if a repair is possible before you buy a whole new unit can be a great way to save. A simple ohm measurement can save a lot of money

Both elements show 0L on the meter and have no continuity, which would make sense. I was just wondering if I could be missing something since it is in my mind unusual for both elements to be bad at exactly the same time. Could a faulty control board possibly have caused this condition?
What other scales are on the meter?
The reading changes when you touch the meter leads together?
If the boards keeps the boards energized instead of cycling them on and off…yes it is possible for the board to do that.
Both elements gone at the same time and the board doing that damage is very very rare for sure!

While it is possible, although extremely rare for all of the elements to fail because of a control board, it is possible the control caused an overheat situation and the elements were already weak from age. However, it would be more likely if there was food residue on the elements that caused hotspots and when the elements failed, one may have temporarily shorted and taken out the control. While I have not seen this exact situation, I have seen one element go out from a hotspot and short, damaging the control.
