New condenser fan never turns off - control board?

Main Symptom: condenser fan not turning off. fridge temps good.
What happens & when: old fan was broke, installed new fan; works but never shuts off

Error Code (if any): none
Parts or tests already tried: new fan motor

Do any of the other fans operate continuously, or is it just the condenser fan? Also, was the fan WR60X10358 used to replace the original fan?

Yes, that was the part number for the fan. Fan made by Nidec. The other fans do turn off.
