My oven which is just over 1 year old works perfect except while using the bottom oven it does not regulate the temperature being programed. No matter what we program the Temp to be it gets very very hot. Even when programming it for only 170 degrees.
Does the smaller oven over heat too?

If the temp is as far off as you are saying, it will most likely be the control board. You could try the sensor, but the differential in the setting of the temp, and actual temp sound very far apart. Tom ApplianceEducator.com

Everywhere I checked it is $165-$175. But I checked this website, and it said it was $104.99. I question that, because, I can buy that part, at a place where I get some unbelievable pricing, and that is really cheap. Call them to be sure. The part # is 74009992. If so, get it from here.
