Maytag not draining

I have a Maytag A183 Washing Machine. I am pretty sure I need to replace
drain pump. Yesterday, second load got a burnt rubber smell and it was
not draining. It looks like the burnt rubber smell was the belt burning up
from spinning the drum, on spin cycle, heavy since it did not empty.

I unhooked internal drain hose at back of washer, lowered the end into a
bucket and was able to drain the water. So that should mean the drain
line/hoses are not clogged.

When the pump was being spun I could see no signs of any movement inside the pump.

Next I will remove the pump and try looking inside whilst turning it by
hand, to see if impeller is moving.

Am I on the right track so far?

Also a question, it looks like the way the belt is situated the pump turns
all the time. What keeps the water from draining until it is supposed to?

You are on the right track, and since the motor drives too belts the problem would seem to be in the pump. But operate it with the front panel off and make sure the pump belt is turning.

And yes the pump will run during the agitation cycle but it runs in reverse and so does not drain the tub.

Thanks for the reply. Before I ever undid anything I had run it with the cover off. I could see that the pulley on the pump was turning, but did not see the impeller inside turning. I have since removed the pump and reaching in one of the hose connections on the pump and manually move the impeller it is very hard to move and binds at one point. I have place order for new pump and belt kit, as at least the belt for the drum was worn quite a bit when this all happened.

That should do it, let us know how it turns out.
