Maytag electric range oven not preheating properly

Parts or tests already tried: turned off, took off back panel, ran cleaning cycle

I was trying to bake a pie and the lower oven wouldn’t preheat to 450. (The upper oven is fine.) The lower element comes on, but not the upper element. Broil works fine - upper element is on. Ran a cleaning cycle and it looks like both elements work. Then I tried preheating to 475 and it worked.

It looks like both elements work but the preheat cycle isn’t using the upper element. Is it a bad relay or control board? Thanks for any help.

The broil element should only cycle on after the bake element cycles off. However, it sounds like the issue is in the main control since the unit will run the elements and get up to temperature when set to 475. W10769079 Electronic Control Board | Genuine Whirlpool OEM In Stock
