What happens & when:constant leak above original part.

Looking at your video, my lead is right above this part, so not sure if its the (pvc) line to it, or the part itself. CS said if I install the replacement part and it still leaks (a line problem) I cant return it bc its now used. How can I tell if its a line or part problem?

You will need to gain access, take the part loose as if you were taking it out until you see where the leak is. Then proceed to replace or repair as needed.
