Is the fan in the freezer running? It should be pushing up air into the refrigerator. Check for air flow, especially in the back bottom of the refrigerator, there should be a vent/damper and return vents, see if all that is clear.

I did the Evaporator Fan and Air Baffle Motors Test (03) and the freezer fan did not turn on (visually seeing it was not turning) but could hear the refrigerator fan going. Saw that there was no ice build up and it was clear.

So the fan is bad or the control is not sending voltage to the fan.

Is there a test I can do to check the control? The refrigerator fan is kicking on when I ran the Motor Test, but not the freezer,

You should be able to run it in diagnostics. If the fan comes on in diagnostic mode, the fan is good; it would be a board or wiring issue.
