KitchenAid KBSD608ESS01 flashing 70 degrees

Main Symptom: not cooling
What happens & when: flashing 70 degrees and over temp alarm light flashing but no alarm sound. Temp in house is only 63 degrees. I checked the thermistor with a multi-meter and resistance looked within range. Just replaced the Power Control Board Part #: WPW10624574. Compressor is running. Fan is running. Cooling coils are clean. Still have same issue.

What are the actual temperatures in the refrigerator and the freezer?
Is it cooling correctly or is the control acting up?
Try resetting the alarm to see if goes back to normal operation:
Alarm Reset: Pressing the ALARM RESET will shut off the audio alarm.
The audio alarm will not sound again until a new condition occurs.
(1) A Master Alarm Reset con be performed by pressing the POWER (On/Off) twice or by turning the power to the refrigerator off and on again.
(2) The indicator light will reactivate after the ALARM RESET is pressed if the condition that caused the alarm is still present

Use the attached service diagnostics test to see if you determine the error or fault.

This diagnostic test is for the electronic dispenser control. My problem is that the refrigerator and freezer are not cooling and the temperature display for both is blinking 70 degrees. Is this the correct procedure for my issue?

Refrigerator and freezer are not cooling. They are at the same temperature as the room, which is around 65 degrees. There is no audible alarm, just the blinking light and temp for fridge and freezer blinking 70 degrees. I have done several power cycles and even left it off for several hours before turning it back on. Always the same errors and not cooling.
