I have a kitchen aid dishwasher that will fill with water just below the heater element. The heater element gets hot but the washer stalls and doesn’t go to the next step. In the end it gives he a flash code of seven. In the owners sheet it refers you to the heating element. I removed it and tested it, 15 ohms it was in spec. I ran diagnostic to clear the code and it does it again. At this point I am lost

Since you know that 7 flashes points to a heating problem you probably have the tech sheet but just in case you do not see the a6ttachment.

You will see that the hi-limit thermostat and one of the door switches are also in the heater circuit so you will have to check them. If you are sure that it is heating up then both the above are OK.
I would check the thermistor.
Check that the water temperature is at least 120 degrees F.
