Ice maker not working

I have a French Door Whirlpool with an ice maker that isn’t working. I replaced the ice maker and that did not help. I don’t think its the water inlet valve because I am not seeing any evidence of ice on the fill tube. Also, the water water pressure at the water dispenser seem to have adequate pressure. I ran the diagnostics for all the ice maker related test I could find and they all passed. My current theory is the ice maker itself is not cold enough. The freezer is set to 0 degrees and the actual temperature inside the freezer is 2 to 3 degrees. When I check the temperature at the ice maker it is around 25 degrees. From what I am seeing this is not cold enough to make ice. Both the ice maker thermistor and the evaporator fan motor/air baffle tests passed. Does anyone have any other ideas of what I can try next? The temperature at the ice maker must be 8°f or lower for the ice maker to cycle. This sounds like you may have an issue with the damper. Ice build-up, damper not opening… etc.
