Start by checking the temperature at the ice maker. It must be below 10°f for the ice maker to cycle. If the temperature is below the 10° and it does not cycle the ice maker is likely the issue.

I have replaced the water inlet valve and also the ice maker assembly and still no ice. Could it be the control board or what?

If the temperature is not below 10°f the ice maker will not cycle. If the temperature is below 10°f you would need to ensure the fill tube is not frozen up as well, then it could be a control issue.
