Based on what you’re describing, I think both symptoms are likely related to the same issue.
The slushy ice, small ice chips, and ice building up in the bottom of the ice bucket indicate that water is getting into the ice bucket where it shouldn’t. Then, when you dispense ice, that melted water gets carried out the chute along with the cubes.
The most common causes are:
A water inlet valve that is leaking by. Even when the ice maker is not calling for water, a worn valve can slowly drip water into the ice maker. That small drip freezes into irregular chunks, creates slushy ice, and eventually leaves water in the bottom of the ice bucket.
An ice maker that is overfilling. If the fill tube is partially frozen or the ice maker is not shutting the water off at the correct time, the mold can overfill and spill water into the bucket.
A dispenser flap (ice door) that is not sealing properly. If the flap doesn’t close completely after dispensing ice, warm, humid air enters the ice chute and bucket. This causes frost buildup, slushy ice, and melting that can result in water coming out along with the ice.
The easiest tests to perform
1. Test for a leaking water inlet valve
Turn the ice maker OFF and empty all of the ice from the bucket.
Leave the refrigerator operating normally for 24–48 hours without making any new ice.
If you find new ice, frost, or water in the ice maker area with the ice maker turned off, the water inlet valve is leaking internally and should be replaced.
If everything stays dry, turn the ice maker back on and observe the first few fill cycles. If water overflows the mold or splashes into the bucket, the problem is more likely the ice maker assembly or a restricted fill tube.
2. Inspect the fill tube
Look at the fill tube above the ice maker. If you find a small plug of ice in the end of the tube, that’s another strong indication the inlet valve is slowly seeping water between fill cycles.
3. Check the dispenser flap
With the freezer door open, press and release the ice dispenser lever while watching the dispenser flap inside the chute.
The flap should open fully when dispensing and snap completely closed as soon as you release the lever.
Check that there isn’t a cube of ice or debris preventing it from sealing.
Inspect the rubber seal around the flap for damage or gaps.
After dispensing, shine a flashlight up through the dispenser chute. If you can see light around the closed flap or it doesn’t sit tightly against the housing, warm air can enter and create the frost and slushy ice you’re seeing. The dispenser flap or its spring mechanism may need to be repaired or replaced.
A dispenser flap that doesn’t seal properly won’t usually create an overfill condition by itself, but it can absolutely cause the ice to melt and refreeze, leading to slushy ice and water being dispensed with the cubes.

Is this the ice maker in the fresh food compartment (Ice Master) or the one in the freezer?
Does the water only come out while dispensing ice, or do you also notice water dripping from the dispenser after using the water dispenser?
That will help narrow down whether the primary issue is the inlet valve, the ice maker, or the dispenser flap.
The water only comes out while dispensing ice. Since it doesn’t leak when not dispensing indicates to me that the dispensing door is sealing well. The water must be setting on top of closed dispensing door because water leaks immediately when dispensing door opens before any ice is dispensed.
The ice bucket is cracked a little and I had noticed in other comments that a cracked bucket could cause a problem but the chat adviser I chatted with prior to her referring me to you said that there may be an additional issue.
If the ice bucket is cracked or damaged enough to allow cold air from the ice maker compartment to mix with the slightly warmer (above-freezing) air from the fresh food section, it can create temperature fluctuations around the ice. Instead of staying consistently below freezing, the ice may begin to melt slightly. That melt water then refreezes, causing the ice cubes to clump together or form a solid block of ice in the bucket.
I’d take a close look at the ice bucket for any cracks, missing pieces, or damage around the seams. Also inspect the bucket to make sure it seats fully in its proper position and that any seals or gaskets around the ice compartment are intact. Even a small air leak can be enough to create condensation and repeated melting/refreezing.
