Ice buildup around copper penetration in refrigerator

What happens & when:I noticed that my fridge was not cold on the upper shelves, but down low was plenty cold. This refrigerator has had problems with the coils icing over in the past (which until now has been resolved for about 3 years). Previously I replaced a bad defrost heater element, defrost sensor probe, and replaced the aluminum drain tube heater with the newer model which is longer and goes further into the drain tube. This time upon disassembly I found that ice has built up around the penetration in the rear wall of the unit where the copper line comes through from the compressor. This ice built up to a point that it was block the fan from spinning, so the cold air was unable to circulate to the top area of the unit. The condenser coils were not frosted or frozen. I tested the fan (good), and the defrost heater element (about 100 ohms). Is it possible that the black mastic type material that seals the penetration for the copper pipe has worn out and is allowing outside air to enter the unit and form ice on the copper line? Attached photo shows where the ice buildup is.
