It presses on an agitator coupling and sometimes it sticks.
Put a rope under it and pry up with a 2x4 braced on the top of the washer.
You better keep you head out of the way. You could also tap on each side of the agitator top a few times with a hammer to hopefully loosen it up. Also putting a belt under the agitator, and using 2 people to pull up at the same time. I am a pretty big guy, that goes to the gym everyday, and I usually tap the sides of the agitator with a hammer, and grab the base of the agitator, and think of someone, I really don’t like and pull up real hard.
