You can check the oven relay board to make sure that there is voltage from the J2 power supply connector going out to the P16 power supply input for the control board. If there is not power coming from the relay board then it is faulty and would need to be replaced. If there is proper voltage then the oven control board would be faulty.

Yes, The control board behind the control panel will control the burners and the oven. The membrane switch which is the control panel connects to this board and controls all of it.
