i have a ge mini fridge it doesnt seem like it runs there are no noises i have a test light and a voltage meter how do i check to see if it works and i need help to get it working again soo please helpme

It is a GE so getting a wiring diagram is near impossible as they like to keep all tech data a secret.
Check that the thermostat contacts are closed with your meter.
If it is a 2 wire thermostat you could unplug the fridge. Short the two thermostat wires together. You may have to tape them to be sure they do not short to anything else. Then plug it in and give it a try.
If it fires up you need a new thermostat (Item 22 in Section 1.
If nothing happens then odds are there is a problem at the compressor.
Check for 120 volts at the relay.
